New on-street offences subject to fines
Brighton and Hove City Council has announced that the ‘extreme antisocial behaviour’ offences of spitting and urinating and/or defecating in public are to be added to the list punishable by an on-the-spot fine of £75.
Currently only littering [including uncontrolled distribution of leaflets], graffiti and failing to clear up dog mess are fineable.
The proposed fines for spitting, urinating and defecating will be issued under Section 87 of the Environmental Protection Act 1990.
The city council ended the services of the contractor 3GS a short time ago and brought the street team in-house. The enforcement service will be funded by income raised from the fines and any extra money will be reinvested into improving rubbish and recycling services.
